Quality of life in a community and risk management : Accomplishment of natural disasters in a civil society - Whitsun floods 1999 in Augsburg

  • Durch zunehmende Naturkatastrophen gewinnt auch ihre Bewältigung in der Zivilgesellschaft an Bedeutung. Ausschließlich von staatlichen Stellen getroffene Risikomanagementmaßnahmen sind nicht in der Lage, die Bedürfnisse, insbesondere die Sicherheitsbedürfnisse, der Bürger zu befriedigen. Deshalb werden Selbsthilfeorganisationen (Bürgerinitiativen) als Folge eines gesellschaftlichen Entwicklungsprozesses nach einer Katastrophe mit Hilfe der Regulationstheorie (nach Aglietta) erklärt und ihre Auswirkungen auf die kommunale Lebensqualität untersucht. Selbsthilfeorganisationen können zur Erhaltung der Lebensqualität nur dann beitragen, wenn sie in die Netzwerkstrukturen der Lernenden Organisation eingebettet werden. Nur mit dieser Beteiligung am Risikomanagement können Bürger ihr Restrisiko identifizieren, akzeptieren und beeinflussen. Das Pfingsthochwasser 1999 in Augsburg steht als Auslöser und Untersuchungsgegenstand im Mittelpunkt der Arbeit.
  • With an increasing number of natural disasters, their management becomes more important in a civil society. Measures of risk management which are exclusively taken by public administration units are not able to satisfy the needs of the population; especially not their security needs. Therefore, this survey explains self-help organizations (citizen's action groups) as a consequence of a process of development within a community after a disaster occurred, using the regulation theory by Aglietta. The consequence of self-help organizations for the quality of life in a community is examined. They can only contribute to the conservation of the quality of life if they are embedded in a network structure of the 'Learning Organization'. Only if the population plays an active role in risk management, the remaining risk can be identified, accepted and influenced.
