• What is the appropriate degree of centralization in the context of industrial policy? The basic advantage of centralization results from internalization of external effects. While most of the literature stresses the superior information of regional authorities as a countervailing force, the present paper discusses another argument in favor of decentralization: Delegation of authority to regional governments will improve the position of the home country in the policy game with a foreign government. In a linear Cournot oligopoly with two domestic regions delegation is shown to be profitable if the domestic industry comprises at least twice as many firms as the foreign industry.
• Unter welchen Umständen ist die strategische Delegation der industriepolitischen Kompetenz von einer zentralen Instanz (z.B. der Europäischen Union) auf regionale Träger (die Mit-gliedsländer) vorteilhaft? Diese Frage wird in einem zweistufigen Spiel analysiert, bei dem zu-nächst die Regierungen simultan Produktionssubventionen festlegen und anschließend die Oligopolwettbewerber auf einem integrierten Weltmarkt miteinander konkurrieren. Bei Zentra-lisierung wird auf der Politikstufe ein Spiel zwischen inländischer und ausländischer Regierung betrachtet. Bei Delegation agiert im Inland nicht die zentrale Instanz, sondern die regionalen Träger bestimmen unabhängig voneinander die Subventionszahlungen. Im linearen Cournot-Oligopol erhöht dann die Delegation auf zwei Regionen die inländische Wohlfahrt, wenn im Inland zumindest doppelt soviele Unternehmen aktiv sind wie im Ausland.
